Seem too expensive/cheap?

They are several reasons why the costs are the way they are. These rates are lower than most web firms due to the low overhead at Uncommon Ground Designs, which is, well, me. Also, many other firms help with brand development and more advanced or specialized services.

If these prices seem higher than expected, other companies offer web design "on the side," so it's not their passion or even main source of income. Some others offer templates as a "custom design." Also, many freelancers do web work on the side with little industry knowledge or need for sufficient income (because they have other jobs).

How do you charge?

I give an estimate that does not change unless they are additional materials or work requested by the client. This is much different than other firms and frees you the worry of any surprises.

When the project starts, there is a 40% down payment. The rest of the cost is due after the project's complete.
